PUTUpdate fee range

Update an existing fee range. Every field is replaced by what the body carries, so a field the body omits is cleared — read the range first and send back the values that are to stay, `sender_share_percent` included.

GETList customer subscription charges

Returns recurring subscription billing charge rows for the customer from `tariffs.subscription_charges`, ordered by business date and period. Requires read access on the customer record.
