Get unified accounts balance (grouped) - V3

Handler: GetAccountsBalanceV3Handler -> GetUnifiedAccountsBalanceV3. Returns BalanceResponseV3 grouped into total/fiat/crypto with posted/available/pending MoneyAmount values.

GETList accounts (unified) - V3

Handler: GetUnifiedAccounts (same as V2). See /v2/accounts GET for the full parameter list; response is the same paginated/stacked envelope of UnifiedAccountResponse. Non-Internal callers are filtered to active=true accounts only; callers holding the Internal RBAC role see both active and inactive accounts (no forced filter).

GETGet account (unified) - V3

Handler: GetAccountByIDV2. Returns UnifiedAccountResponse. Inactive accounts (active=false) are hidden from callers without the Internal RBAC role — the endpoint returns 404 Not Found as if the account did not exist. Callers holding the Internal role can retrieve inactive accounts.
