Get account details by IBAN
Handler: GetDetailsByIBAN. Returns IBAN details for active accounts only. Deactivated accounts are treated as not found.

Handler: GetAccountByID. Returns AccountResponse. Inactive accounts (active=false) are hidden from callers without the Internal RBAC role — the endpoint returns 404 Not Found as if the account did not exist. Callers holding the Internal role can retrieve inactive accounts, matching GET /v1/accounts and GET /v2/accounts/{id}.
Handler: GetAllAccountStatements. Returns a get_all envelope of StatementResponse items.
